Phillip Richard William DeVille is a main character in both Rugrats and its spin off series, All Grown Up!, appearing in most episodes of both series. He is the first tritagonist of the series. Phil is one of Tommy's friends, and is very close with his twin sister, Lil, although they often bicker with each other. He is a minor protagonist in the series.

Lil DeVille
Lillian Marie Jillian DeVille is a main character in both the Rugrats TV series and its spin off series All Grown Up!. Lil is Phil's older twin sister and the daughter of Howard and Betty DeVille. She is voiced by Kath Soucie.
Susie Carmichael
Susanna Yvonne "Susie" Carmichael is a supporting character from the Rugrats franchise. She is an African-American girl who lives across the street from the Pickles' residence. She is a polar opposite to Tommy's cousin Angelica, and as such, she is always willing to support Tommy and his friends in their adventures, often taking a stand against Angelica. Later in the series and in the spin-off All Grown Up!, Susie develops a talent for singing.
Louis Kalhern (Grandpa Lou) Pickles
Louis Kalhern "Grandpa Lou" Pickles (born November 8, 1915) is the father of Drew and Stu Pickles, and the paternal grandfather of Tommy, Dil, and Angelica. He is a caring grandfather, and loves to spend time with his grandkids and their friends.
Stu Pickles
Stuart Louis Pickles (born October 23, 1958) is the father of Tommy and Dil, the younger brother of Drew, and the husband of Didi Pickles. He is described as an absent-minded toy inventor. His birthday is between October 19th and 25th (according to the "All Growed Up" special), and he was born in 1958, according to the episode "Sour Pickles".

Tommy Pickles, formal name Thomas Pickles,[1] is the main protagonist as well as the center character of Nickelodeon's animated TV series Rugrats (and all films except Rugrats in Paris: The Movie, in which he is the deuteragonist) and its spin-off All Grown Up!. He is clad only in a T-shirt and a diaper and he is bald with big blank eyes. He translates everything adult into baby gibberish, like most babies. Arlene Klasky said that she based the character of Tommy on her own son. Tommy typically does not wear shoes, but has been seen wearing shoes, most often with specific outfits.

Chuckie Finster
Charles Crandall Norbert "Chuckie" Finster, Jr. is the adorable best friend of Tommy Pickles and acts as the series' deuteragonist (in Rugrats in Paris: The Movie, however, he serves as the protagonist). Chuckie's mother Melinda died from an illness when Chuckie was a few months old.
Angelica Pickles
Angelica Charlotte Pickles is the main antagonist and secondary tritagonist of the series. While this is so, she acts more as an antihero in the films and often sides with the babies at the end against the films' respective main villains. She is voiced by Cheryl Chase in both Rugrats (the original and revival) and All Grown Up!, and is among the series' original characters.
Kimi Finster
Kimi Watanabe-Finster is a main character in the animated television series Rugrats and its spin-off All Grown Up!. She first appeared in Rugrats in Paris: The Movie in 2000. She is the step-sister of Chuckie Finster; born in a Japanese family, she was the last character to be introduced to the Rugrats character list.
